一、申请资格

If you are the parent(s) of a New Zealand citizen or resident, who has been a New Zealand resident for at least three years, you may be eligible to join them in New Zealand under our Parent Category.

是新西兰公民或永久居民担保人的父母,并且担保人已经在新西兰居住满3年。

先要提交EOI(将会被划分成两套不同要求的政策进行评估,第一类EOI(Tier One)将被首先选取及评审,在T1审理后如有剩余配额,2012年5月15日前递交的申请将被审理;如仍有剩余名额,第二类EOI(Tier Two)将被选取及评审。)---------------每组的要求请见后面tier one 和tier two的要求。

The Parent Category is a two tier scheme where people can submit an EOI under either tier one or tier two of the category. Tier one has the first priority and has higher income and financial requirements than tier two. Applications lodged under the previous Family Parent Category take second priority. Tier two EOI and applications are processed only after tier one and applications lodged under the previous instructions.

  • The queue of tier one EOIs is currently estimated to be six months(1组的要排队6个月).

This is the approximate length of time it could take for your EOI to be selected from the Pool. (排队时间指的是从EOI池子里挑选出来的时间)These timeframes could change depending on how many tier one EOIs are received.

 

A draw will take place every three months. The number of places available in the draw will depend on the number of places available under the New Zealand Residence Programme.

 

Once allocated, the average processing timeframe is four to six months, but this can be longer depending on issues that have to be assessed, such as health. Please note that the times given for allocation and decision are indicative only and may be subject to change.

If you think you are able to meet the requirements of tier one, you may be eligible to have your application fee waived if you re-apply. You will still need to submit an EOI and pay the EOI fee first. If you are invited to apply, your application fee will be waived. Only people applying under Tier One will be eligible for this fee waiver, not those applying under Tier Two. 

  • meet English language requirements or pre-purchase English language tuition with a payment of NZ$1,735 – see below for more details of the English language criteria

  • meet the requirements under either tier one or tier two of the Parent Category.

Minimum standard of English

To be approved residence under the Parent Category you will need to have a minimum standard of English. You can show you meet the English requirements by providing one of the following:

  • a Test Report Form, from the International English Language Testing System (IELTS) that shows you have met at least two competencies of level 4 or above – this Test Report Form must be no more than two years old at the time you lodge your application(2年内有效的的雅思至少两项4分级以上)

  • evidence that satisfies an immigration officer that you are a competent user of English

  • evidence to satisfy the alternative English requirements such as having completed a recognised qualification which is taught in English.(或者面试官认为你有使用英语的能力)

If you are a citizen of Samoa and your application is being assessed by the Immigration New Zealand branch in Apia you may be able to attend an interview with an immigration officer to prove your English language ability.

 

If you aren’t able to meet the minimum standard of English, you may instead pre-purchase English for Speakers of Other Languages (ESOL) tuition and agree to undertake the tuition. The fee for this tuition is NZ$1,735. Immigration New Zealand will tell you exactly how you can pay this if your application is approved in principle. Tier one requirements(tier one 要求

You must meet one of these requirements:(三者满足其一即可)

  • have a sponsor (or sponsor’s partner) who earns NZ$65,000 per annum or whose combined income is NZ$90,000 per annum(担保人年薪工资和担保人夫妇年薪要求

  • have a guaranteed lifetime minimum income of at least NZ$27,319 per annum or NZ$40,084 per annum if your partner is included(或者申请人终身每年最低收入保证金(一人/夫妇

  • bring at least NZ$500,000 in settlement funds to New Zealand.(或者申请人安家费要求

Tier two requirements

You must meet both of these requirements:(两者必须同时满足)

  • have a sponsor (or sponsor’s partner) who earns a gross income of at least NZ$33,675 – sponsors who receive New Zealand Government benefits are not eligible Tier Two sponsors(担保人年收入要求)

  • have all your adult children living lawfully and permanently outside the country in which you (and your partner) live lawfully and permanently.(申请人所有的成年孩子和合法居住在国外。)

What about my partner and children?

Your partner can be included in your application for residence. If you have dependent children you are not eligible under the Parent Category.(没有受抚养的孩子,否则不满足申请资格)

 

To be approved residence, you and your partner must meet our partnership requirements and your partner must meet health and character requirements.

二、申请步骤:

Applying for residence under the Family Parent Category

The first step to apply for residence under the Parent Category is to complete a Parent Category Expression of Interest Form (INZ 1202) PDF. You will need to submit this form with the fee of NZ$420 to:

This Expression of Interest (EOI) form cannot be completed online. We also recommend that you read the Parent Category Guide (INZ 1207) PDF before submitting your EOI.

What do I need to provide with my application?

If your Expression of Interest is successful and you have been invited to apply for residence, you will need to provide: (必须在四个月内,否则EOI邀请会失效)

Your application must be sent to your nearest Immigration New Zealand branch.

Evidence of your relationship to your sponsor

We will need to see evidence to establish the relationship between you and your sponsor. This may include original or certified copies of: 

  • birth certificates establishing the relationship 

  • household registration documents, if these establish the relationship, or

  • evidence of adoption which establishes the relationship. 

Other documents of evidence establishing your relationship may also be provided or may be requested by Immigration New Zealand.

If you are a grandparent/legal guardian(担保人的父母已经死亡的情况)

If you apply under the Parent Category as a grandparent or legal guardian, we need to see evidence that your sponsor’s parents are deceased. Acceptable evidence can include:

  • original or certified copies of death certificates for both parents 

  • where a death certificate is unobtainable, other documents or evidence which proves that the sponsor’s parents are deceased, and the date(s) of their death. A death certificate is considered to be obtainable even if there is a possible delay or expense in obtaining it.

Evidence of relationship to grandparent

If you are applying under the Parent Category as a grandparent, we need to see evidence of your relationship to your sponsor. Evidence to establish your relationship as grandparents can include:

  • birth certificates for the sponsor and the sponsor’s parents establishing the relationship of the sponsor to the grandparent(s) 

  • household registration documents, if these establish the relationship of the sponsor to the grandparent(s), or

  • evidence of adoption which establishes the relationship of the sponsor to the grandparent(s).

Evidence of legal guardianship(法定监护人的身份证明)

If you apply under the Parent Category as a legal guardian, we need to see evidence of your relationship to your sponsor. Evidence of legal guardianship includes documents showing you had custody of the sponsor and the right to control the sponsor’s upbringing before the sponsor reached 18 years of age, for example:

  • Legal documents (such as the sponsor’s parents’ will) showing that you were named as the guardian of the sponsor.

  • A court order granting legal guardianship of the sponsor to you after the death of their parents and before the sponsor turned 18 years of age. 

  • Documents showing that the sponsor lived with you after the death of their parents, and before the sponsor turned 18 years of age.

  • Documents such as medical or school records showing that you acted in the role of parent for the sponsor after the death of their biological or adoptive parents, and before the sponsor turned 18 years of age.
