一、Authentication of documents:加拿大领事认证-新新源移民

当你将加拿大签发的文件用于海外国家时，你需要加拿大进行领事认证。你提供的用于领事认证的材料必须是带有认可的签章的原件。领事认证鉴定文件上的签名和章是真实的。加拿大目前不是海外组织成员国，所以不是做海牙认证-新新源移民。
（1）如果你的文件语言不是英语或法语，你需要提供一份公证翻译件（希腊语或拉丁文的加拿大大学学历文件不需要翻译）。
（2）如果你的文件，加拿大不能领事认证，会书面通知你。情形如下：

-文件的签名或签章无法证实；
-宗教文件(如洗礼证、宗教结婚证等宗教机构颁发的文件)；
-不认可的教育机构的文件（unrecognized educational institutions）；
-胶水粘合的文件；
-层压的文件；
-文件上覆盖了使得难以盖章的物质；
（3）如果文件出现以下情况，我们会拒绝认证。比如：
-文件的内容令人误解；
-文件或领事认证的过程，可能会用于欺诈、非法或误导的目的（我们可能会将涉嫌欺诈的案件提交相关执法部门进行调查）；
（4）如果加拿大的文件在加拿大境内使用，一般不用领事认证，外国使馆、高级专员公署或领事馆签名和签章的文件在加拿大使用，则需要对文件的签名和签章进行领事认证。
（5）加拿大一些省或领地在他们的司法辖区提供领事认证服务，这些服务独立于联邦政府。

（一）加拿大境内In Canada

（二）加拿大境外If you are outside of Canada-新新源移民
Foreign authorities may not accept documents that have not beenlegalized by their embassy or consulate in Canada.
Check with the nearest Canadian embassy, highcommission or consulate to see whether they canauthenticate your documents. If they cannot do so, you can mail the documentsto our office in Ottawa.
Authentication services provided at Canadian missions abroad aresubject to fees under the Consular Fees(Specialized Services) Regulations.
（1）Authentication by mail or courier-新新源移民
Make sure you have followed all previous steps before sending inyour documents to our office in Ottawa.
When sending your documents by mail, please make sure toenclose:
the authentication request form
all documents required for authentication
a self-addressed stamped envelope or a prepaid courier shipping label
Courier waybills with account numbers are not accepted. Theywill be returned by regular mail without being authenticated. We accept prepaidshipping labels only.

（3）Upon request, we can forward your authenticated documents to anembassy, high commission or consulate in Ottawa. Here are the instructions:
Due to the COVID-19 situation, we may not be able to forward your documents. Many Embassies, High Commissions and Consulates located in Ottawa are temporarily closed. They cannot receive mail.
Select “Forward to an embassy/consulate” in “Shipping details” (Section 2) in the mail-in form.
Provide the full mailing address
Include a separate, sealed envelope that contains:
-payment (if required by the embassy, high commission or consulate)
-photos
-accompanying documents that you do not want us to authenticate

Do authentication certificates expire?
Authenticationcertificates issued by the Government of Canada do not expire. However, someforeign authorities may refuse old authentication certificates.
What is the difference between authentication andapostille?
Authenticationproves that the signature and seal on a document are genuine, so that thedocument may be recognized in another country. Ordinarily, documentsauthenticated by the issuing country may be subject to requirements forlegalization (i.e., further certification by consular authorities of thecountry of destination).
An apostille isa specific type of authentication certificate. Apostilles are issued bycountries that are parties to the 1961 Hague Convention Abolishing theRequirement of Legalisation for Foreign Public Documents (also knownas the “Apostille Convention”). The purpose of the Apostille Convention is tosimplify the authentication process by removing the requirement for legalization.
At this time,Canada is not a party to the Apostille Convention and does not issueapostilles.
