一、首都领地堪培拉申请说明
ACT首都领地只有190，没有489。
ACT首都领地190有普通项目和ACT大学毕业PHD项目
ACT大学毕业PHD项目包括堪培拉居住PHD，澳洲其他州居住PHD，海外居住PHD，如果是近2年是ACT大学PHD毕业，目前居住在海外，则可以申请ACT 190 Streamlined PhD nomination（http://www.canberrayourfuture.com.au/workspace/uploads/documents/phd-streamlined-nomination-nov-18.pdf）
ACT190普通项目包括Canberraresidents类和Overseas residents类，对于中国一般申请人，只关注Overseas residents类即可（新新源移民）。
二、ACT190普通项目Overseas residents类
（一）堪培拉职业清单（新新源移民）

NOTE:一年更新2次，2月和8月份；
（二）申请要求：（新新源移民）
-如果职业是ANZSCO MajorOccupation Group 1 (Managers) or Group 2 (Professionals) occupation，则语言要达到”Proficient”Level(即雅思7777)，意味着普通申请人的雅思都必须达到雅思四个7，以为都在这个职业范围；

-按照Canberra Matrix scoring–Overseas applicants打分表进行打分，高分挑选（新新源移民）；
-申请人的技能和至少12个月提名职业工作经验必须和ACT经济相关。重工业、生产制造、采矿、船运、石油天然气、总部银行、铁路行业是不相关的；
-如果职业是open，没有ACT的job offer，则必须提供ACT该职业充分的就业机会材料（参考Employabilityfor overseas residents.）（新新源移民）；
-如果any dependents近12个月，正居住或已经居住在澳洲其他州或领地，则不符合申请资格。
-需要满足充分的财政能力（满足初来交通、定居和找工作的财政能力要求）；
-获签后需要按照190签证要求，居住在堪培拉2年，每6个月会调研一次；
（三）申请流程（新新源移民）
--通过SkillSelect系统提交EOI，必须选择堪培拉；
--通过CanberraMatrix进入打分挑选系统（打分20分以上的才会排序），等待ACT 190邀请，submit后一直为被邀请则6个月后失效；
--被ACT邀请后（receive an invitationemail with aweb link tothe online application），14天内必须在线提交190担保申请，超过14天自动失效，无法再激活；
--ACT提名，然后会在SkillSelect系统confirmed；
--60天内向联邦政府提交190visa申请。

（四）Canberra Matrix scoring–Overseas applicants打分表（新新源移民）
（五）排序挑选原则：
--按分数高低排序，分数高的优先挑选；
--分数相同的，按照提交时间优先挑选；
--如果特定职业前期挑选过多，则堪培拉随时会cap掉这个职业；
--如果某个申请人对堪培拉会有显著的收益，则也会被邀请；
--一般每月挑选一次；
--堪培拉不对任何情况进行优先挑选，包括签证过期，分数降低等因素；
（六）堪培拉申请材料清单
都是打分项目相关的材料，其中对于无雇主，如下材料最为核心：

For overseas applicants:
Evidence of ACT employment research(within6 weeks of date of invitation):
-Five recent advertisements for ACT positions inyour nominated occupation that are relevant to your skill set and recentexperience. You must provide a screen shot of the full advertisement (saved asa .pdf);
And（并且）
-Employment statement explaining how yourqualifications, knowledge and experience relate to and meet the requirementsfor each of the job advertisements. Positions within the Australian federal governmentwill NOT be accepted as evidence of employability
